Truth,

     I used Council Mode with our management team. We usually allow free flow of questions while we are going over the agenda items etc… It was hard for our team to sit and not show emotion and not speak . We had trouble keeping time . It shows we need to practice this method to perfect it . I think we some of the time we have the  conversation dominated by a few and this method gets all voices into the conversation . It even allows space for the expressive people to sit with their thoughts and hear everyone else which can help them to see the situation from a different perspective.
We need more practice but I can see applications for this method .
