My take is that it's a mix. Fund raising is hard, so as long as there are investors who want to invest their dollars in an "impactful" way, there will be fund managers who design investment products around that concept.
The more successful managers will most likely be believers in it as well, but there's definitely a marketing angle to it.

Attending a private equity fund conference where "impact funds" are being discussed. I had not heard of this concept. It's in the similar vein to "green funds" but broader. It's a take on Conscious Capitalism. One fund manager describes this genre as intentional positive impact in terms of sustainable health/wellness, social, and community-based strategies.
Pretty interesting discussion - a lot of focus on metrics, including assessing/measuring impact in addition to economic returns.
